18thConstitutional Amendment to the Constitution 1973 is a landmark amendment on April 19th, 2010. It significantly changed the character of the Constitution, especially in relation to the powers and responsibilities assigned to the Federation vis-à-vis the federating units. It is widely considered as a landmark constitutional development, as all political parties having representation in the Parliament approved it. It is widely believed to have brought about a set of structural changes to guide and redefine public policies and governance at various tiers in Pakistan. However, the debate about the 18th Amendment and its implications in terms of service delivery and policy making remains weak and largely un-informed among the citizens as well as in the media and civil society in Pakistan. Since from the 18th Constitution amendment, Provincial Govt. could not revise their policies especially related to civic services such as health, education, water and sanitation, agriculture, basic infrastructure and energy. There are two main causes for this delay: first, incapacity on the part of officials and secondly financial resources. The situation is further aggravated by the low information on the part of communities about the usefulness after the 18th amendment in the constitution. Therefore, this gap should be filled to lunch democratic process under the amendment up to grass root level.
